The Ed Tech Grants program's goal is to ensure that every student is technologically literate by the end of 8th grade and to encourage the effective integration of technology with teacher training and curriculum development. States may retain up to 5 percent of their allocations for state-level activities, and must award at least one half of the remainder competitively to eligible districts. The stimulus fund provided $650 million toward the grants.

Educational Technology State Grants to States to improve student academic achievement through the innovative use and the effective integration of new and emerging technology with teacher training, curriculum development, and successful research-based instructional methods in elementary and secondary schools. The funds were allocated 50% formula and 50% competitive. On the formula side, most LEAs’ applications for this fund source were not approved in the first year so they are applying for the funds as carryover. Most of the amounts allocated are small so there will not be many expenditures >$25,000. LEAs are required to use 25% of the funds for professional development. Most LEAs will use the remaining funds to purchase equipment so there will not be a large amount of jobs saved.
